Request for Proposal (RFP): Handbook and Training

TNI is interested in contracting with individuals or organizations to develop a predefined Chapter of the new TNI "Handbook of Good Laboratory Practices" and deliver a web-based training on the Chapter. The handbook is based on a 38 year old EPA document - Handbook for Analytical Quality Control in Water and Wastewater Laboratories - EPA 600/4-79-019.

Note the following deadlines:
- Proposals must be received at TNI by midnight, EDT August 15, 2017. Proposals shall be submitted online using the TNI Educational Delivery System Proposal/Application System (http://nelac-institute.org/content/eds-app.php)
- Bidders may direct questions regarding this solicitation to Ilona Taunton or Jerry Parr at TNI no later than 1:00 p.m. EDT, August 14, 2017. Questions shall be submitted by email. Questions and answers that affect the bidding process will be made available to all organizations that have indicated they are planning to respond no later than 5:00 p.m. EDT, August 14, 2017. Because this is the only means that will be used to provide responses to questions or to amend the solicitation, applicants should inform TNI if they plan to provide a proposal.

develop consensus standards for use by TNI's programs. This group has a support role in assisting other programs with activities such as guidance and standards interpretation.
fosters the generation of data of known and documented quality is through the National Environmental Laboratory Accreditation Program, or NELAP. The purpose of this program is to establish and implement a program for the accreditation of environmental laboratories.
is to establish and maintain a national PT program to support TNI’s National Environmental Laboratory Accreditation Program, and other activities.
Field Activities Program (NEFAP) Executive Committee is to establish and implement an accreditation program for field sampling and measurement organizations (FSMOs).
Audit Sample Program is to develop consensus standards for the manufacture and analysis of audit samples for source emission testing.
on a variety of topics of interest to the environmental measurement community. TNI also hosts two regularly scheduled meetings per year, typically in January and August. Both are a week long and involve open meetings of TNI committees as well as training courses and other special sessions.
