Introduction to the key concepts of ISO/IEC 17025:2017 for Environmental Testing Laboratories

Course Description:

In this 4-part series, you will become familiar with the language used in the ISO/IEC 17025:2017 Standard that is being used to update the TNI Environmental Laboratory Standard and the TNI Field Standard. The series will include details of the key terms and definitions, familiarize attendees with the key concepts that drive the requirements of the Standard and explain concepts related to the general, structural, resource, process, and management requirements outlined in the Standard and how these relate to an environmental testing environment and the current TNI Environmental Laboratory Standard. It is recommended that attendees review the ISO/IEC 17025:2017 Standard and the Clauses to be discussed in each module prior to class day and come prepared to discuss and ask questions.

Module One (90 minutes) July 31, 2024, 11:00AM ET
The module will focus on:

  1. A brief overview of risk-based thinking applied in the laboratory environment.
  2. A brief over how risk-based thinking aligns with the process approach of the ISO/IEC 17025:2017 standard.
  3. An explanation of international interpretation of terminology of Clause 3 of ISO/IEC 17025:2017 and how they related to environmental testing.
  4. A discussion on the concepts of Clause 4 of the ISO/IEC 17025:2017 identified in the General Requirements and the importance of maintaining unbiased testing results and keeping information confidential in the environmental testing laboratory.

Module Two (90 minutes) August 14, 2024, 11:00AM ET
The module will focus on:

  1. An examination of the concepts outlined in the Clause 5 Structural Requirements of ISO/IEC 17025:2017 including the organizational structure and components of a laboratory, as well as the related processes for management system implementation.
  2. A discussion about the concepts identified in the Clause 6 Resource Requirements of ISO/IEC 17025:2017 including an overview of the six clauses specifying the operational components of an environmental testing laboratory.
  3. This module will include a brief introduction to the general, personnel, facilities, equipment, metrological traceability, and externally provided products/services concepts identified in the standard.

Module Three (90 minutes) August 28, 2024, 11:00AM ET
The module will focus on:

  1. Identification of the concepts outlined in the Clause 7 Process Requirements of ISO/IEC 17025:2017 with an overview and explanation of the eleven key processes for improving efficiency and meeting customer requirements for the regulatory and other purposes of environmental testing.
  2. The module includes review of requests, selection and verification of methods, sampling, handling of test items, technical records, and other concepts.

Module Four (90 minutes) September 11, 2024, 11:00AM ET
The module will focus on:

  1. An explanation of the options available for organizations complying with the standard in the international context.
  2. A brief discussion of the Clause 8 Management System equirements of ISO/IEC 17025:2017 including documentation, control of documents and records, actions for addressing risks and opportunities, improvement, corrective actions, internal audits, and management reviews requirements.
  3. A summary of key concepts covered in the training, while reiterating the importance of compliance with ISO/IEC 17025:2017 for environmental testing laboratories with the TNI Environmental Laboratory standard framework.

Matt Sica

About the Presenter:
Matthew (Matt) Sica has over 30 years of experience in laboratory-related environments and has gained expertise in management and quality systems, laboratory accreditation, project management, process improvement and regulatory issues.

He has managed laboratories performing environmental testing and industrial hygiene. He served as a program manager for a state program. He has consulted with petroleum testing laboratories, pharmaceutical testing laboratories, reference material producers, proficiency test providers along with calibration and testing laboratories for accreditation preparation. Having been a consultant, he understands the balance between the detail of the standard and practical application of the requirements with the focus of standard compliance in an efficient manner.

His most recent laboratory role was as the VP of Compliance and Quality for a network of testing laboratories. In this role, he steered a quality department in the transition to a simplified approach to quality management by utilizing technology through a centralized approach to drive compliance within each network location.
With Perry Johnson Laboratory Accreditation, he is a Technical Program Manager responsible for providing technical assistance to staff, accreditation assessors and experts, customers, and other stakeholders. He also participates in the design, maintenance, and control of processes for accreditation.

Matt has provided a variety of management and technical training courses throughout the world.
